Title: The original plan for the New England routes in New York east of the Hudson

30 south from Fairhaven, VT to NYC
4 to 30 at Dobbs Ferry
3 to NYC
I haven't looked in detail; there may be other changes from the final plan in New England.

22 wasn't part of the plan? It's north-south, and the number wasn't used elsewhere.

Two I've noticed in Vermont:

- No 18 west of St. Johnsbury
- 11 to Rutland instead of Manchester
