Michigan has 2 easy ones, M-6 and M-14 (because they are freeways for their entire lengths)
M-10 southern end is also a freeway, sort of. It transitions into Jefferson Ave.
The northern end of M-25 (Bay City) is divided limited access for the last bit before I-75/US-10 interchange, if that counts. Similarly for the east end of M-20 (Midland)
The north end of M-47 (Auburn/Midland) has an exit in the last bit.
There's probably lots of these. Assuming you don't mean the common case of a state highway that is entirely freeway, off the top of my head I can think of CA 2, CA 4, CA 78, CA 94, ...

Pretty sure that's it, although E-470 isn't a state highway. I thought CO47 might be a candidate in Pueblo, but I forgot there was an at grade intersection right before it hits I-25.

I guess you could consider QC-136 as a state (well, provincial) route that ends as a freeway (at both ends), though I and many other roadgeeks prefer to call it A-720 as it should be.

Right, but we're only looking at the terminus of these being freeways. Emmet Lowry is a freeway but not at the east or west terminus. NASA 1 and TX 73 at the west terminus is where I was looking at. Is it a ramp to merge onto the interstate or just an extended freeway-type section with no access to crossing roads? That's what make them a little questionable. FM 1960 especially as it transitions to TX 6 at US 290.

Western CA 168 and CA 156 near me do. But then again there are a ton of California State highways that end as freeways.
For Pennsylvania, here's a list of routes that aren't full freeways but which end as freeways, albeit some for only a brief snippet:
- PA 12 - west end in Reading (just barely)
- PA 28 - south end in Pittsburgh
- PA 29 (north segment) - south end near Wilkes-Barre
- PA 63 - east end in Philadelphia
- PA 65 - south end in Pittsburgh
- PA 66 - south end at New Stanton (Still technically true if you count PA Turnpike 66 as a separate route.)
- PA 100 - south end near West Chester
- PA 115 - north end near Wilkes-Barre (just barely)
- PA 147 - north end near Milton
- PA 283 - east end in Lancaster (No longer a fully freeway route due to the unfortunate recent addition of a signalized ramp at the I-283 interchange.)
- PA 378 - north end near Bethlehem
- PA 760 - south end near Sharon (just barely)
These routes are freeways for their entire lengths:
- PA 33
- PA (Turnpike) 43 (including if counting PA 43 and Turnpike 43 as separate routes)

- Formerly PA 283 (until the aforementioned addition of a signalized ramp)

CO 16 is never really a freeway. Its western terminus has a traffic light at the NB I-25 on and off ramps as well as at Bandley Drive just to the east.
The western end of CO 58 is a traffic light but otherwise is freeway its entire length.

In Oregon, you've got 217 that's a freeway at its north end. The south end is sort of a freeway. Most traffic merges onto 5 south, with the left lane becoming a surface street.
I think that might be the only one. Oregon doesn't seem to have too many state highways that are freeways.

Just a note on the Houston/SE area--
I don't know of anywhere where SH 73 is a freeway but I could be wrong...
FM 1960 is not a freeway at any point that I know of,
NASA 1 only has like one exit,
FM 1764 in Texas City is a freeway though

Right, but we're only looking at the terminus of these being freeways. Emmet Lowry is a freeway but not at the east or west terminus. NASA 1 and TX 73 at the west terminus is where I was looking at. Is it a ramp to merge onto the interstate or just an extended freeway-type section with no access to crossing roads? That's what make them a little questionable. FM 1960 especially as it transitions to TX 6 at US 290.

I thought Lowry (FM 1764) has its western terminus at IH 45...which would mean at least it's Western end is as freeway... though to be honest, I have never driven on that one...it's the only Houston area freeway I have never been on.
I see what you mean about SH 73 and NASA 1... I forgot that 73 has a very short freeway segment between IH 10 and FM 1406. And I had not been in the area of NASA in a LONG time.. I did not realize the bypass is actually a short freeway for about 2 miles...the last time I was down there, it was basically just a direct connector.
I think there needs to be some kind of freeway extension or bypass from IH 45 all the way SH 146...either NASA 1 or a 3di: something like Interstate 145

I disagree concerning the east end of Oh 15. That is an expressway, not a freeway (as of yet), from Findlay to the northern reaches of Delaware County. Too many intersections (still) to be a freeway.
K-96 in Kansas. It ends as a full freeway east of I-135 to US 54 & 400.
In Nebraska, there's L28B, the connecting link between US 6 and US 275. I can't think of any numbered highways which end as freeways in Nebraska.
