I can tell you some that ought to - Arroyo Seco Pkwy, Bronx River Pkwy., Robert Moses Pkwy. (Niag Falls section)
would I-280 between San Jose and San Francisco count as urban? It's certainly very scenic.

I know that 280/the Junipero Serra Freeway has often been labeled as the "most beautiful freeway in the world" (probably a debatable term though) so I think it'd count.
I'd say that's a very subjective and debatable title. I daresay that I-84 from Hood River to Troutdale is very much in the running, and that's not by far the most scenic freeway out there.

I-40 in Arkansas received an award for the Blackwell Interchange (Exit 101) in the 1960's, I think, for innovation in interchange design

I guess the bridge design \ / was innovative at one time.
Oh. That design is a bit unusual but crops up a few times in southern Oklahoma and on I-435 in Johnson County, KS (as well as I think at the I-435/70 interchange).
They're all over the place along I-5 south of Portland :?
