Just curious how many designated National Scenic Byways or All-American Roads follow freeways for a significant distance.
Washington has two such cases: the Cascade Loop (added in 2021) follows SR 526/the Boeing Freeway, I-5 through Everett, and US 2.
I-90 is also a scenic byway (the Mountains to Sound Greenway) from Seattle to Thorp, which does include its urban sections.
The Great River Road formerly followed the MN 101 freeway between Wright CSAH 42 and Wright CSAH 39 in Otsego, but was rerouted to remain on CSAH 42 in the last few years (ironically, MN 101 is the route closer to the river in this case).

The Great Lakes Seaway Trail is routed on the Lake Ontario State Parkway, which is a freeway for most of its length despite the ban on commercial vehicles.

GRR crosses the river a number of times in the Twin Cities, including via I-694, I-494, and I-35E. It also follows 55/62 across the Mendota Bridge.

Aren't portions of I-68 in Maryland between Cumberland and Hancock so designated?
The portions that are concurrent with US 40 are.
The Merritt Parkway
In Ohio:
- Lake Erie Coastal Trail follows a freeway portion of OH 2 briefly in two locations: Sandusky Bay crossing and on the Shoreway crossing the Cuyahoga River in Cleveland.
- Various portions of the Ohio River Scenic Byway are freeway or expressway, including a segment of US 52 between Portsmouth and Chesapeake, and OH 7 between Shadyside and East Liverpool.
Lake Superior Circle Tour:
-portions of I-35, US 2, and US 53 in Duluth and Superior
-that weird section of US 41/M-28 in Marquette
-I-75 from M-28 to the border at Sault Ste. Marie
