Most of it has been available for awhile, but Abbott is getting his accolades for it leading up to the election.

Not every state is on the same STIP cycle, is it?  I mean, NY is getting its STIP together just like it does routinely every few years.

Interesting if TX blows it some years because it can't get its act together.  Otherwise, the accolades seem weird for something that should be routine.
