On occasion I've observed a handful of G28-2 shields placed in applications where they normally aren't utilized. I found this CA 178 G28-2 shield today in Bakersfield on northbound CA 184 as an example:

Normally even small guide signs will have the simpler G28-1 shield applied. Off the top of my head, I also had a photo of this CA 16 G28-2 shield I observed on I-5 last year:
