I'm confused what you're asking here. How many elevation signs? How many "bands of elevation"?
How many "mountain" passes have you gone over. I use the term elevations since they're not all passes, such as Manastash Ridge.
Do the speed bumps in front of the local elementary school count as "elevations"?
In all seriousness, I'm definitely not going to try to keep track of or list all of them haha. Though my list shares a lot of what OP has, a lot of stuff in OR and WA. Maybe if someone has a map with passes marked, I can add check marks to it or something.

I've done that (and the hike the rest of the way to the summit), but also in Colorado the roads to the Pikes Peak summit, and the parking lot below the Mt. Evans summit (plus I hiked the rest of the way to that summit). Both the Colorado summits exceed 14000' elevation.
There are higher roads outside North America, none of which I've traveled.
I mean I've been over a few but that's not something I've heard of many roadgeeks tracking.

The OP seems to be a Western thing where these seem to be better marked. They might be well-marked in the Appalachians as well, but in the Ozarks no one gives a damn when the first number starts with a 2.

The West has countless passes, saddles, and summits. It's odd that some unimpressive ones have official signs on them, and some impressive ones don't. Some have no signs, but are traversed by a road that has "Pass" in the name, like Kaiser Pass Road off the end of CA-168 above Huntington Lake, and Isabella Walker Pass Rd CA-178 east of Lake Isabella. I've probably seen over 100 in my travels, too many to tally.

For some reason the signs at Onyx Summit and Deadman Summit are no longer visible in GSV, even though I've driven past them a couple dozen times. Onyx is the highest pass in California south of the Sierra Nevada, so I doubt they'd have intentionally removed it.

There are also a number of high dead ends. Rock Creek Rd out of Tom's Place, at about 10235, is the highest paved road in the state. White Mountain Rd is the highest unpaved road, reaching 11883 on the public part, but I've only driven it a bit past the end of the paved part, to about 10300. The gated 4WD continuation up to the weather research station at the tip top reaches 14252, making it the highest road in the country.
I-5 I've done plenty in Northern CA and Jackson County, OR.
CA 2 has many east of Gendale specifically along the Angeles Crest Highway.
I-70 in CO comes to mind passing many high peaks.
