How many states now are using the NTOR signs with the large red dot lately?
Fairfax City, Virginia, has been using either those or a version without the words "on Red" for years now (example showing two such: https://goo.gl/maps/bwH9jptW38oxuxg77 ), although more recently they've started adding the two words in question when replacing older signs. Someone on the forum, I think it was Takumi, referred to the version without those two words as "No Turn on Japan."
Nevada DOT has used the version with symbolic red on occasion, but prefers the plain text version.
In one recent sign replacement, they initially installed the version with red dot but had to remove it and put in the all-text version. Why? The approach they installed it on has signal heads using red arrows.
It seems like newer signs in Pennsylvania are starting to use them, although many older signs without the red circle remain.
There are some here in Huntsville that use a red arrow (https://www.google.com/maps/@34.672273,-86.5677147,3a,53.3y,205.2h,87.45t/data=!3m6!1e1!3m4!1sKFeKwJ-0rNv_5gTLAeKyAA!2e0!7i16384!8i8192?entry=ttu) variant.
AFAIK, neither IL nor WA have red circles on their signs.

I don't think symbolic NTOR signs are permitted anymore. Could have that wrong, but I'm quite confident they have to be 100% textual now.
Disregard above, I think it's the "no [turn arrow]" variant that was disallowed.
Example before in Seattle of a symbolic NTOR sign: https://goo.gl/maps/iGnX38D6FoeAH2dc6
Example after, all text now: https://goo.gl/maps/K4uvNSzwhvXzz8ePA
Example before in Seattle of an all-symbol NTOR sign (identical to Canadian NTOR signs): https://goo.gl/maps/HjQL5TG6bC39r5vK8
Example after; again, all text now (including the overhead sign): https://goo.gl/maps/ju4tLERUQRGZrUzp6
^^ R10-11 is the sign with the red ball is in the 2009 MUTCD.

Thank you. I think it was actually the "no [turn arrow]" variations that were disallowed, not the variant with the red circle.

Glad that I've been proved wrong on WA; have yet to see one in IL.
NY uses the NTOR sign with the red ball at the bottom, but there are still some old all text ones in use.

Wanna bet? Illinois has a lot of these "No Turn On Red Japan" signs.
