I take it you're a stickler for nominal MUTCD non-compliance items?  Trying to brand this corridor was a "Parkway"  is a little odd considering how it is defined in this article:

Aside from that, what else really can be said?  This isn't a state facility so I guess I'm not surprised that isn't ADOT standards.

I'm still confused as what your expectation is here?  All the MUTCD items you called out are minor and likely would never been noticed by the general public.  This corridor is also far from complete despite a segment being close to opening.

I like this parkway's name better than the John Wayne Parkway name along AZ 347 (which the local Native American tribes' didn't want the late actor's name on anyway).
