Drove the Wellsburg bridge yesterday. The Ohio side is apparently OH 702. No shields, but at least 2 different bridge reference markers like this one have 702 on them:

If you go here and select road information, then road inventory (https://gis.dot.state.oh.us/tims/Map/Structures), this is confirmed and OH 702 does not currently connect to OH 7
Isn't the Wellsburg Bridge a newly-constructed bridge over the Ohio River? It is natural to add a State Highway designation. Maybe a joint WV 702 designation will be added to the West Virginia side of the bridge.

The West Virginia side is designated as Brooke County Route 2/23.
There is no need to sign either side. The West Virginia approach is pretty much a junction with State Route 2.

Regardless of the necessity, I just added the SR 702 and CR 2/23 unsigned references to OpenStreetMap.
Do unsigned references eventually make their way to other apps? I am curious as to how data is fed. I noticed that Google Maps frequently makes references now to route numbers that have never been signed - such as KY 900X for the parkways in Kentucky.
