Not so much the SPUI but the c/d ramps on I-55 how they pass around the interchange instead of the exit ramps to the SPUI being on the outside of all.

The C/D ramps are like that (going under the SPUI) because the I-55/I-255 interchange is nearby and the C/D ramps also serve that interchange. Really bad weaving issues would exist without that ramp arrangement.

Illinois does it as well...

I-80/94 at Torrence Ave (https://www.google.com/maps/@41.5765458,-87.5611804,16z?entry=ttu&g_ep=EgoyMDI0MTAyMi4wIKXMDSoASAFQAw%3D%3D)

It seems like something similar might be a good idea at the nearby exit 1B on I-255. Also, and this is totally irrelevant, I think 1C is superfluous.
