No not at all. I found the letter itself interesting. You never get to witness the goings on of a bridge being planned and built. Plus I'm glad to see such a letter shared just like AASHTO letters for route changes or proposals.
The only interesting thing about this bridge was this one time my car was parked by it.

https://www.nj.gov/transportation/eng/Environmental/permits/ will give you a whole buncho documents similar to that one for projects all over NJ.
This letter is FROM the Corps.
