Title: Weird safety bulletins and presentations

Given I'm the designated safety POC at a department located on a military base I tend to be subject to a lot of strange safety bulletins and presentations. 

Yesterday I was sent a bulletin about "Safe E-Scootering."  The bulletin contained numerous rhetorical questions (in Q&A form) about E-scooter safety and went to explicit details about the dangerous "scootering while intoxicated." 

I'm not aware of any recent mishaps that involving e-scooters and someone going for a joy ride on one following a midnight bender.  It just struck me like an extremely niche topic and something odd to distribute to over fifty people.

A couple weeks ago there was something about the dangers of listening to headphones while acting as a pedestrian.  That bulletin at least has some sort of codified basis in military traffic code.  The really bizarre things are that it was a huge point of emphasis on several safety calls and the bulletin has been distributed three times since the start of 2024.
