So I've been scrolling around a lot on street view lately when I realized that even at junctions, the Navajo Nation seems to not sign state and even US highways all the time and even at junctions they don't list the numbers. But in other Native Americans reservations around the country, all signage is perfectly normal. It also seems like the speed limit drops from 65 to 55 on rural 2 lane roads entering the reservations.
I never found the signage of reassurance shields to be lacking. Besides, outside of a portion of US 191 the Navajo Nation doesn't maintain US Routes and State Highways. There is a pretty extensive network of BIA Routes which can vary from being akin to something ADOT maintains or a total dumpster fire.

I went to an intersection that I didn't see any between US 160 and AZ 264 and saw small green signs, easily missed, indicating the routes, with no control cities or actual signs.

No, the Arizona state highways. The BIA routes seem to not be marked on google maps.

I don't know what to tell you. I spent a long time in all the states the Navajo Nation is in and never thought there was a problem with reassurance shields. I have a bunch in my own Flickr gallery, the US Routes even have end placards.
I'd temper your expectations for Google regarding the BIA Routes. That system isn't exactly well charted and I don't think anyone in the hobby has tried to log it.
