"County Route"? What kind of street name is that?
I drove this today. It is signed from I-79 to WV 310 and although the route continues across the Jefferson Street Bridge, it is not signed all the way to US 19 or US 250. There's an END sign at WV 310 but not one at I-79.
And there are two confounded blasted infernal roundabouts on the road.

I'm not sure signals would have been needed where those roundabouts were. I can't imagine enough traffic on the cross streets to require signals. Stop signs on the side streets probably would have been sufficient.
Doubtful. The signals were likely put in because projected traffic met at least one or more signal warrants.
