Are The Interstate 19 Business Loops the only ones that does not return to it's parent?
(Only The Nogales Loop Is )
The Green Valley loop is gone, has been for a few years now. It's not signed anymore and doesn't appear in ADOT route logs. I looked pretty hard for it just last Saturday and couldn't find any trace of it. When it did exist, however, it ended at I-10 Exit 262 and went south to I-19 exit 69.
The Nogales loop, from what I can gather based on ADOT logs (which seem to be more or less consistent with the signage in Nogales), intersects its parent twice (once at Exit 8 and again at the southern terminus at Arroyo and Crawford), but continues on past the southern terminus of I-19 to the Mexican border.
As for other ones, I-25 Business in Buffalo, Wyoming, begins at I-90 and ends at I-25 (and is even signed off I-90!)

I believe BL I-35 in Laredo, TX is also technically a spur that ends at the Mexican border.
BL I-205 in Tracy, CA is a spur. It starts at the 11th Street exit on I-205 west of Tracy and ends at I-5 east of town. IIRC, BL I-205 was the original routing of US 50 before it was truncated.
Are these "loops" in fact signed as loops? I believe that the green Interstate shield comes in "LOOP" and "SPUR" versions.
The ones in Arizona and Wyoming are definitely signed as loops- As for I-25 business, I suspect it's still sort of a "loop" since it connects to major roads on both the north and south ends of Buffalo and therefore functions exactly as a business loop would.
I-19 Business is unsigned on its border-bound stub south of I-19, but where it is signed north of I-19, it's signed as a Business loop. I think that designation is more a relic of technicality (if that phrase makes any sense whatsoever) than anything- they wanted to leave the road under state maintenance, the rest of old US-89 in that area became I-19 Business, so that part did too

In the case of BL I-205, yes it is signed as a business loop...

I have yet to see a "Business Spur" sign in the wild while roadgeeking (although my travels have been entirely limited to lands west of the Missouri + Kansas City and SW Iowa)- even some of the random I-25 and I-70 Business Spurs in southern and eastern Colorado, if signed at all, have "Business Loop" signs.

Actually, wait, I've seen one- and it wasn't on a Business Spur! There are a few of these that haven't been taken down yet on the former I-76 Business Loop just east of Brush and I-76

BS I-196 here in Wyoming-Grand Rapids, MI is now fully signed with Loop signs instead of Spur signs, including on the BGSs along I-196 and US 131.
the very southernmost exit in Trinidad, CO features a business spur 25, even though it is nowadays a loop. the sign dates so far back that the exit had not been built yet!

Speaking of business routes ending at international borders, business loops I-69 and I-94 in Port Huron, MI, don't end at the Canadian border, but come close (you have to get on I-69/I-94 to get into Canada).
