To be on the $4.95 stamp.  $4.95 is the rate for the "Priority Mail" flat rate envelope.

There also is a $4.95 prestamped Priority Mail envelope available with the same design as the stamp.  They are stocked at the underground Postal Service facility in Kansas City, MO in packages of 5, 10 or 25.
