NORTH CAROLINA: Union (201,292) I 485 parallels the county line.
For Alaska, the largest county equivalent not served by any of Alaska's unsigned Interstates is Juneau City and Borough (population 31,275). That borough doesn't even have road access to the rest of Alaska or North America (and won't get it in the foreseeable future), just auto ferries.

Clay County FL has population of 190,865 and no interstates... right now there isnt even a limited access freeway in the county. If the First Coast Outer Beltway is ever build it will have a Limited Access Highway... parts of it are now a Super 2 with traffic lights

I would never have guessed Lenawee would have almost 13,000 more than Grand Traverse (ultimately the second-most-populated county here without a freeway of any sort), but then Traverse City (14,674) must only seem larger than its population indicates. (Adrian's population is 21,133, also higher than I would expect.)
This was a bit of a surprise for me, but in Ohio it's Columbiana County coming in with 107,841 people. I-76 misses the NE corner by not much. Honorable mention goes to Fairfield Co with 146,156 and about a mile and a half of I-70.
In Oregon, it's Deschutes County with 157,733 residents, which includes Bend.

You forgot Bloomington, IN, which is likely getting I-69 over its NIMBYism. Owensboro, KY, is trying to get and will likely receive at least a spur off future I-69.
Carbondale, IL, would likely have one had the supplemental freeway between Marion and East St. Louis not been cancelled. Dubuque, IA, also could have gotten one or two interstates had the freeways once planned for the US 61 and/or US 20 corridors in Iowa not been downgraded to expressways.

Yes, it would be Vermilion Parish, population 58K. Had Katrina not happened, St. Bernard Parish would be next in line. St. Bernard had a pre-Katrina population of about 67K. Now, it's around 33K.
Right now for Wisconsin, it is Outagamie County (my home county) - 176,295 (2010 USCensus). Once the proposed US 41 promotion to full interstate happens, the largest Wisconsin county without an interstate will be Wood County - 74,749 (2010 USCensus).

From my experience, the Duval/Clay County line, and its signs, are roughly half a mile from I-295.

The border is the ROW near the junction US 17 in Orange Park... The border was originally a bit father south but once 295 was built in the lat 60s early 70s the border was moved to the edge of the ROW so there wouldnt be a sliver of Duval south of the Interstate. There is a one neighborhood between NAS Jax and 295 that has an Orange Park Mailing address but it is in Duval County

I-80 does indeed go through Kendall County. Even has the sign on the westbound (but not eastbound) side. Half of Exit 122 (Ridge Rd) is in Kendall County.
I figured Enid would be the result for Oklahoma. Maybe US-60/412 should be upgraded to I-735.

Another big'en in Texas is Tom Green County, the one San Angelo, TX is in. It has a 2010 population of over 110,000 and the closest interstate is 1 1/2 hours away.. Ha
