I checked out the NC Route Changes summary site and found the following recent changes (in some cases new alignments may not be open yet but the changes have come administratively):
US 17 Bus re-established for New Bern and US 17 moved to freeway west of previous route south of US 70
US 19 CONN to be created between US 74 and US 19 Bryson City
US 70 Bus New Bern decommissioned
US 311 formally assigned to freeway extension southeast of High Point in Sept 2011. However the old route southeast of I-85 Bus was already deposted when I was there a few months ago. No mention of NC 610 being extended to I-85 Bus or any other action. It was still posted at NC 62 a few months ago.
NC 84 truncated to NC 75
NC 200 removed from central Monroe and placed on new routing west of Monroe.
NC 207 extended north over old 200 to US 74
NC 75 extended over old 200 to now-207
NC 147 extended to NC 540
NC 540 extended to NC 55
NC 295 created and assigned onto future I-295 from US 401 to I-95. No idea if any NC 295 postings exist.

If this is the route I'm thinking of, they just ought to move the US 19 designation to it and renumber the existing US 19.
The proposed US 19 Connector is Veteran's Boulevard, which is a good shortcut to US 74 eastbound. Rerouting US 19 along there would mean a hard right onto US 74, which would not be good for trucks.
