At route 18's southern terminus, I heard plans of a park and ride to be built here. I think this would be a great idea, since 18 is a major highway, connecting the shore towns, with access to the NJ Tpk, New Brunswick, and New York City. Also, why does it end at exit 6 and not exit 1? I think the route ends too abruptly and should extend further. Same deal with route 55.
As for the lowest exit number being 6, I think there were plans to extend it farther south. I'm a little vague on the roads around there, but I seem to remember an old map showing a proposed extension of 18 leading onto - would it be 35? - just north of Point Pleasant.

Both roads were planned to start farther South. 18 was supposed to start at the Brielle Circle( Routes 35/34/70). Route 55 was supposed to start somewhere in Cape May County, I am not sure of where. The exit numbers are based on the planned routing. I know that 18 will probably never be built the ROW was supposed to be made into a bike path. I am not sure about 55 but it is thru the Pinelands Preserve
I think the bike path has happened. Never heard about park and ride, but I sure haven't seen any indication of one being built.
Is this the first trail in a never-used highway right-of-way?
Robert Moses State Park is a trail on a former highway (converting a 4-lane parkway to 2 lanes) out by Niagara Falls, but that's not strictly answering your question. How about the ATV trails on would-be I-84 in RI or Eisenhower Parkway in NJ?
The bicycle path along WI 57 between Kiel and New Holstein, WI is on the southbound side of the never-built I-57. What was to be I-57 through there eventually morphed into present-day I-43.
