There would have to be a non-Toll alternative, no? But doesn't US 40 mostly run concurrent with I-70?

US 36/MOIL 110/I72 is north for Indy /KC and that is about it with 4 lanes all the way
The story mentions MO Leg but it would need federal approval and PA has not had much luck with 80.

Didn't stop Illinois with US 51, so I doubt AASHTO would bother to stop MoDOT
