Found this article from WNYC (http://www.wnyc.org/blogs/wnyc-news-blog/2011/dec/05/catskills-road-damaged-tropical-storms-irene-and-lee-reopens/) that says a 5-mile section of NY 23 in the Catskills that was washed out from both Irene and Lee will reopen on Monday.
Related to the NY 103 thread (https://www.aaroads.com/forum/index.php?topic=5267.0), the same article says that NY 103 is expected to reopen in January, and NY 42 in Lexington is expected to reopen in February.
