Title: Less than a week!

Less than a week until the new retroreflectivity rules for ALL road signs are in effect, unless the FHWA finalizes the August 2011 revisions (https://www.aaroads.com/forum/index.php?topic=5219.0) by 5 p.m. Friday, since the retroreflectivity deadline is on a Sunday (January 22) and federal government is never open on Sundays (therefore, the deadline for the final decision must revert back the last day in business, which would likely be Friday).

Just because they have been proposed, it DOES NOT mean that these changes have happened.  I have been on their site on Saturday and have not seen a sign of them finalizing the revisions that were discussed in the linked post in the previous paragraph.  The commenting period ended on Halloween 2011, and they still have not made a final decision.

Don't want to scare y'all, but just wanted to keep y'all informed about that.

What exactly happens if there are noncompliant signs not replaced by the deadline?

There are other deadlines for replacing signs, but most of those are supposed to be lifted.

Just curious, why do you say the date bumps to the earlier Friday? In federal court when a deadline falls on a weekend or holiday, it bumps to the next later date that is not a weekend nor holiday (and state holidays often count too–so, if you had a case in federal district court in Virginia and the due date was this past Friday, January 13, the due date would bump to Monday because Friday was the Lee-Jackson Day holiday. But Monday was a federal holiday, ie King Day, so the due date bumps to Tuesday. Stuff like that is important.....an extra four days can be a big deal!)

Anyway, why wouldn't an MUTCD date bump later in that same way?

The dates for the MUTCD are academic, anyway. It's up to them to decide when to threaten to withhold funding. And they're not going to magically do it on the 23rd.

Probably nothing. A lot of Secondary Routes in Mississippi have non-compliant signs.
