L.A. Times: Massive traffic jam on 10 Freeway becomes Caltrans scandal (http://www.latimes.com/news/local/la-me-epic-traffic-20120217,0,567917.story)

A routine road project west of Palm Springs went awry Sunday, backing up traffic about 25 miles and forcing drivers to endure delays of five hours or longer. Caltrans says that a series of errors were to blame.

Wow... that's really bad. But, that's Caltrans.

I've driven that part of I-10 enough to know it pretty well, and closing lanes for that long on any days is assured to be the disaster that the L.A. Times reported.

But I don't reside in California, and I don't get the impression from my (admittedly limited) visits there that Caltrans commits such screw-ups frequently. 

Is my impression incorrect?
