An application is being sent to the Michigan Strategic Fund to make the I-69 corridor an aerotropolis. Approval of the application, possibly during the Feb. 22 Michigan Economic Development Corp. meeting, is the final step.  
Gov. Rick Snyder has already signed off on the corporation's approval, soon to be one of five in the state and third behind groups in the Lansing area and Wayne County. Traverse City has also shown interest in the aerotropolis designation.
The move would allow the group's partners to offer tax incentives to businesses hoping to do work or move into the area. The intent is to attract work in multi-modal transportation opportunities, including airports, rail lines and highways.
Janice Karcher, vice president of economic development for the Genesee Regional Chamber of Commerce, said a market study performed during the process found 21,000 jobs could be created over a 20-year period with another 15,000 possible through residual business.
"This allows us to promote ourselves and it registers with different parts of the world," she said ....

Memphis markets itself as "America's Aerotropolis", and markets I-69/I-269 as the "International Trade Corridor".  It looks like Michigan is going with the same approach to the north because in addition to the aerotropolis designation, this article (http://www.thetimesherald.com/article/20120216/NEWS01/202160310/St-Clair-County-clerk-69-corridor-won-t-go-vote?odyssey=nav%7Chead) identifies I-69 as the "Interstate 69 International Trade Corridor":

The Executive Summary of "Memphis: America's Aerotropolis" (http://www.memphischamber.com/KenticoCMS/Articles/DoBusiness/Aero_Exec_Summ.aspx) says it was coined by John Kasarda in 2006 (page 3/52 of pdf):

Also, in 2010, Congressman Steve Cohen of Tennessee introduced an amendment to SAFETEA-LU that provided a federal legislative definition of "aerotropolis transportation system" that would make aerotropolis projects eligible for federal $$$$$ (Michigan Reps. Dingell and Conyers were co-sponsors of the bill):

SECTION 1. SHORT TITLE.
This Act may be cited as the `Aerotropolis Act of 2010'.

(a) Eligible Project Defined- Section 1301(c)(2) of SAFETEA-LU (23 U.S.C. 101 note) is amended to read as follows:

(b) Aerotropolis Transportation System Defined- Section 1301(c) of SAFETEA-LU (23 U.S.C. 101 note) is amended by adding at the end the following:
`(4) AEROTROPOLIS TRANSPORTATION SYSTEM- The term `aerotropolis transportation system' means a planned and coordinated multimodal freight and passenger transportation network that, as determined by the Secretary, provides efficient, sustainable, and intermodal connectivity to a defined region of economic significance centered around a major airport.' This press release from Congressman Cohen's office (http://cohen.house.gov/press-release/cohen-introduces-two-aerotropolis-bills) indicates he also introduced two aerotropolis bills in 2011.  I think, in times of tight federal money, the game is to demonstrate that you have a project of national or regional significance, and Cohen's bills play to Memphis's strengths in that regard (similarly, Michigan's I-69 corridor has Great Lakes shipping to go along with highway, rail, and air):

I-69, I-75, I-94, and US 23 are key highways for the aerotropolis:
