WisDOT has had plans for a western bypass of Janesville for quite some time, routing US-14 and WIS-11 over it. One portion, the southern WIS-11 bypass, is already built and in use. But a proposal from WisDOT to complete the western bypass to existing US-14 has drawn fire from Town of Janesville residents, in part because WisDOT was looking to fast-track the construction of the connection to US-14 west of Janesville to help alleviate traffic problems on I-39/90 during it's 6-laning from the Illinois border to Madison.
