Title: Inefficient ParClos

The while point of a parclo is to eliminate some signal phases at a diamond interchange, right? So why is it that the parclo at the 17 an carefree highway still has all of the signal phases and turn lanes in tact? For example, to access southbound 17 from westbound carefree highway, one can take the cloverleaf ramp, or wait in the dual left turn lane for a green arrow. This is inefficient. Normally, the turn lanes would be coned off and the cloverleaf would be your only option, eliminating the left turn signal phase. It's the same thing for traffic exiting northbound 17 going to westbound carefree highway. The left turns for the eastbound exit were somehow left in tact, and no signal phase was eliminated. More lanes and ramps are always nice, but these arent used efficiently. Look at the google sat view for confirmation.
