Title: Downtown Pittsburgh transportation question

I'm sitting at Greater Pitt waiting for my already 1 hour late flight to LAX after an 8 day family medical emergency trip to Pittsburgh.  I am a native here, gone for 27 years.  There has been much press/news this past week  on coverage of a major multi use project roughly between the Allegheny River, Penn Ave, 13th and 23rd(?) street.  I was wondering if any thought or action was ever taken to extend Fort Duquense Blvd along to river or close to it, up into the strip.  There are major traffic concerns with this project, and it seems to me really stupid not to extend Ft Duq up the river and maybe even revive some access to 579.  Can any Pittburgher's enlighten me on this?

I've never heard of any plans to do so, not even in the grandiose 1963 Transportation Plan.

It's a shame being that this project will leave a clear ROW all the way up to the mid 20th's.  I wonder why it was not discussed if it was not.
