Title: Scrapped highway plans - useful if built?

The time - 1926. New highways are being added in Louisiana, and one of the ideas is that a highway connecting Marksville and Jonesville is a good idea. The idea is successful, State Route 116 is designed. Fast forward two years, the route has gone nowhere, and State Route 297 is designated as the "constructed part."

Jump forward to 2012. LA 452 is all that's left of State Route 297, and a rarely used road at that. The same can be said of Campti, where a proposed bridge was scrapped into Powhatan. A bridge was supposed to connect State Route 57 between Marksville and Jena, also scrapped. Anyone who has traveled around Louisiana, would these roads be helpful if they were constructed as planned?
