The hood ornament seems to be an Eastern European block rendering of a Jaguar ornament. The car looks nicer than most Eastern European cars of its age, though.

Looks like a Peugeot 403 (http://en.wikipedia.org/wiki/Peugeot_403).
FWIW, in the Columbo detective TV series (http://en.wikipedia.org/wiki/Columbo) (which aired mostly on NBC), and starred the late Peter Falk as the LAPD's Lt. Columbo, the Columbo character drove a Peugeot 403 convertible (http://www.columbo-site.freeuk.com/car.htm).
Rather different from the Mopar, Ford and even AMC products seen in Jack Webb's Dragnet and Adam-12 as LAPD vehicles.
I was hoping we were going to be naming your car, so I could suggest naming it Alan.
I bet that owner is puma pride of his car. Hence the feline ornament.

When I think of French wagons, I think of the old Citröens that look like VW Beetles on steroids.
