Is this couple making out on the side of the road on the P156 in the Kaliningrad?

That can't be the correct Oblast. Otherwise a goat would be involved. :-o :-o
Does anyone care?

As it needs to be repeated, apparently.
Oblast boundaries are subject to change with and without notice.

Though it is rather hard to change the boundaries of Kaliningrad Oblast without cooperation from Poland and Lithuania.
it is hard to change the boundaries of Kaliningrad Oblast with the cooperation of Alanland.

Why did they just park on the shoulder on the main highway headed to Poland to make out?

Just a sec, while I go ask them.
I think I recall another car a km down the same road. Is this something cultural over there?

yes. cars approximately 1km apart happens in many places. sometimes the cars are spaced even more densely. for example, in Los Angeles, I hear there can be upwards of 20 or even 30 cars per kilometer.
Thanks for the insight.
The pavement of this highway looks like the DDR pavement in that 1985 video about Swede in the DDR.

Looking again at the Google Streetview image, is it just me, or does that appear to be half a dual carriageway where only one half was either built and used, or the other half was abandoned?
That makes sense. Looking at the ROW and then some the pavement that would be the shoulder. Good point.
It was built as the first carriageway of the "Reichsautobahn" from Berlin to Königsbergen (present day Kaliningrad). It was built in the 1930s and there were no shoulders along Autobahns of that time.

Why park there? Are there no other places to park?

I regret not exploring more of the Berlinka on my 2011 Europe trip. I just didn't know enough beforehand to explore usefully so instead I went to photograph yellow leaves in the south of Poland. eh, not a bad use of my time overall... but, again, the Berlinka would have been a cool drive.

Funny, I'd have thought you'd be all over that DDR reference.
Also, I'd rather they pull over before making out vs. the opposite order.

I don't get it... here I thought I was fairly tuned in to Iron Curtain culture but that joke went way over my head as well.
