Have the State DOT & State Agency that oversees safety on the highways ever been identified at the State Border? I never seen any.
For Example:
First Sign: Welcome to Arizona, Mountain Time Zone, La Paz County Line.
Second Sign: This highway is now maintained by ADOT & overseen by AZHP.
This sign (http://farm7.staticflickr.com/6026/5917435620_abaeb02d4e_b.jpg) is along I-95 northbound right after the York toll plaza. While it isn't directly at the state line, it is only a few miles from it.
Between Pennsylvania and New Jersey, there are signs that read either Begin or End "Joint Toll Bridge Jurisdiction", there being, depending on the bridge, an area of up to several miles that is maintained by that authority (and not the states' regular DOT) and patrolled (over-patrolled) by toll bridge cops and not the regular state police.
I also recall some states posting a sign reading "(name of state) does not use unmarked cars for traffic enforcement". Which should be the policy nationwide.
NJ Turnpike Authority has that on the Garden State Parkway SB from New York. Not sure offhand if that includes mention of Troop D (formerly E) of the State Police and barracks locations.

I take you refer to I-78 at Phillipsburg- Easton where the DRTJC maintains I-78 up to Exit 3 in NJ and up to the PA 611 interchange on the PA side.
Then you have the PANYNJ maintaining a significant amount of NJ 495 leading into the Lincoln Tunnel. I do not know what extent as Wikpedia says that most of it is NJDOT, but PANYNJ years ago wrote me a letter stating that in order to maintain the Exclusive Bus Lane that they had to maintain all of NJ 495 because NJDOT did not want the added burden. As we all know, things do change in a short or long period of time, especially when politics are at an all time high!
Back when I-84 in NY was maintained by NTSTA, there were signs at onramps stating the road was under Thruway Authosity maintenance.
There are signs on US-301 in Delaware stating where Army Corps of Engineers maintenance begins/ends on either side of the bridge over the C&D Canal.
The Ohio Turnpike Commission has signs on the ramps leading to and from crossroads stating where their maintenance begins or ends.
For years, Kentucky had signs saying "Railroad Bridge Not State Maintained" at places where roads spanned railroads. Often these bridges were old wooden rickety things. Many were replaced in the 1980s with modern bridges and were taken into the state system. I haven't seen any of these signs in years.

That jumped out at me for obvious reasons, but it appears that his name was H. Byroads and not H.B. Yroads.
