Drones wouldn't be enforcing the speed limit anyway. Only the degrees-of-separation-from-a-terrorist limit.

Hey, this sounds like a great way for enforcing speed limits and other traffic laws - especially violations that involve "crotch rocket" motorcycles (a/k/a "squids").
