The bulges in the median on U.S. 301 in Queen Anne's Co., MD

One bulge is at the now-barely-functioning welcome center (which was a picnic area about 30 years ago) at 301 and hidden MD 834 near Ruthsburg (and labeled "Chloe's Meeting Spot" on Google Maps).  At least there is something between those roadways at that point.

Which is more than can be said for the median bulge at 301 and MD 405 on the edge of Price.  There's nothing but woods in the median there.

I can understand making a median "suddenly" wide for a picnic area or welcome center, but why does the median bulge at 301 and 405 exist?  Was something (maybe a commercial establishment) supposed to be built there but plans fell through?

My guess is that it was done to separate the left and right turn movements for vehicles entering US 301 from MD 405. With that wide separation, a motorist trying to turn left onto US 301 South from Price can wait for a gap in the northbound lanes, drive straight through to the second stop, then make a left when there's an opening in the southbound lanes. Otherwise, he'd have to wait for a gap in both directions since there's no traffic light there.

That also reduces queuing on MD 405, and with the train tracks parallel to US 301 and no separated left and right turn lanes on MD 405, a few motorists waiting to turn southbound on US 301 could cause quite a backlog.
