This question came up in the joke thread about even-numbered county routes, but this is a legitimate topic.

Positive integers, obviously.

The thread title is slightly misleading taken literally. Taken literally, it would be 1 for everyone except those that have been on every single Route 1, but that's not what I meant.

For me: 14.
US 1 (several states)
MA 2 and less than a mile of US 2 (VT)
US/MA 3 and a single block of PA 3
US 4 (NH) and MA 4
US 5 (and probably I-5, but I wasn't a roadgeek in 2011*)
US 6 via overlap with I-84 (CT)
NY 7 via overlap with I-88
GA 8 (US 29)
NH 9, MA 9, GA 9
NH 10 via overlap with I-89, also GA 10 (US 78)
NH 11 and US 11 (NY), both on overlaps
MA/NH 12
NY 13 and a short segment of US 13 (PA)

I've crossed CT 14 and VT 14 on freeways, but I haven't been on either. MA 14 is closer, though. The lowest number I haven't been on or crossed is 24, which is surprising since MA 24 is a freeway. (Update 3/14/19: I have now been on MA 24. The lowest I haven't been on or crossed now is 36.)

*I visited the San Diego Zoo on a trip that I arrived in Los Angeles by train, and my relative's house was in Irvine. I don't see how I could have gotten there any other reasonable way.

For me it's 48.  I've been on IL 21 and US 34 in Illinois, and I've hit all the other numbers from 1 to 47 in Indiana.

48 and 97 are the only numbers < 100 that I'm missing.

For me is incredibily low: 5. Also the lowest I've never crossed. I've never been to a route numbered 3 in Spain, but have done so elsewhere (Portuguese A3, Italian RA 3).

Edit: Just remembered I went on TF-5 freeway in Tenerife, Canary Islands when I was only 5. I know I traveled on then-A-16 (now C-32) in Catalonia when I was 2. So the lowest numbered route I haven't been on is 18, and I don't know of any routes with that number near me. I have 17 thanks to that C-17/C-25 concurrency.

28 for me.  Can't think of any state whose Route 28 I've actually been on, though I did drive on ALT WV-28 briefly once, but I don't think that counts.

Amazingly, it might be 14, though I think I have been on one but I have no clear memories of it.

For me, its 149. I have traveled on most NC state highways, Interstates and US highways with route numbers up to 100.
NC 149 is a very short stub that serves an industrial area down east, so one only drives on it deliberately to clinch the highway.

1 is the lowest I haven't been on as OR and WA 1 don't exist, and the other states I don't spend nearly enough time to pay attention. Unless you want to count going to the sun road as Glacier Route 1.

For a number encompassing any type of highway, for me it would have to be 102.  At present, there's no CA 102, and I can't recall actually traveling on any route of that number anywhere (US or Canada).  It almost was 48, since CA 48 became CA 37 before I got my drivers' license, and while crossing it at its US 40 terminus several times, never had the opportunity to travel on it pre-'64.  But I did drive on the interim US 48 freeway back in 1989, a couple of years before it was elevated to I-68, so I really can't count that as a "no-show".  So 102 it is.

Doing a bunch of text searches through my Travel Mapping list file, the lowest route number for which I don't have any entries anywhere (including Canada) is 379.

296 and 345 would've broken my sequence, except I traveled the unsigned Interstates with those numbers.

Thanks for the suggestion.  I like the idea.  According to Google, it's only about an hour and a half from me, just a little longer than Starved Rock going the opposite direction.

If I take just US and Interstates then the lowest of both I've never been on is 2. I've crossed US 2 on two separate occasions but don't recall ever been on it. I-2 is something I will never get to use unless I have a very specific reason to travel that far south.

Looking through my TM list file, there are only eight six route numbers less than 100 that I haven't used: 21, 46, 47, 57, 94, and 96.

If New Mexico hadn't decommissioned NM 47 through Albuquerque, then I'd only have seven.

EDIT: traveled parts of UT 73 and UT 81 since I posted this.

102 is the first nation-spanning number that unscientifically comes to mind for me. But thereís a chance I may have been on ME 102 having made two visits to Mount Desert Island as a teen, so that could be incorrect as well.

54 is the lowest number within Minnesota that I have not used.

Only have to go to 15 to find a Wisconsin route I have yet to use.

As far as a Wisconsin route goes it will have to be 17 because I-43 used to be 15. Interstate it is 2 and US also 2.

For me, it's 102, but by current designations, it's 49, as the only Highway 49 I've ever been on is MN 49, but that was when I was a kid and MN 49 has been gone for a while now.
