Should be seven if I-865 is counted; they forgot the short whatever the Airport Expressway has been renamed to freeway, and the freeway section of Shadeland Avenue. If US 31 gets upgraded north of Indy, it will be eight.
The I-270/I-255 loop around St. Louis beats this, with I-55, I-44, I-64, MO 364, I-70, MO 370, I-170, and the new MO 367 freeway section. If the section of I-270 from I-255 to I-55/I-70 (per Kurumi's site as a once proposed I-870) and IL 255 are counted, the total for the St. Louis loop is 10. Had the IL 3 and US 460/IL 15 freeways not been canceled, it would be 12, but depending what happens with the Gateway Connector corridor from the southern I-255/IL 3 interchange to the I-55-70/US 40 interchange, it could still reach 11.
Kansas City's I-435 loop has 9: I-35, KS 10, the freeway section of the Shawnee Mission Parkway (need to see if that one was once planned to connect to I-35), I-70, MO 152, I-29, I-470, US 71, and US 69. I believe US 169 on the north side of KC is planned to be upgraded to a freeway, and a new spur to connect the NE corner to I-35 is supposed to be studied per the long range transportation plan for KC, so it could reach 11.
There's probably some place with more I have checked yet.
