This is at the junction of Md. 384 (Colesville Road), Md. 390 (16th Street), North Portal Drive, N.W. (D.C. maintenance), 16th Street, N.W. (D.C. maintenance) and Eastern Avenue, N.W. (D.C. maintenance).  It is not a roundabout.

Washington Post: After years of planning, improvements to the 16th Street traffic circle still lagging

The 16th Street traffic circle on the Silver Spring-District line can be a treacherous test of patience.

Coming south on Colesville Road to the not-very-circular circle, drivers are supposed to yield to traffic heading north on 16th Street. But thatís easier said than done because the roundaboutís design does little to actually slow down that 16th Street traffic. And that can leave the southbound Colesville Road drivers waiting for what seems like forever for an opening.
