tl;dr

crap, and I thought JN Winkler wrote densely.

I actually did read it; it greatly helps to narrow the browser window to half of full screen to cut down on the nystagmus.

J N Winkler

It is lucid if dense, but it is also highly tendentious.  It is quite clear the author is unhappy with the Florida Supreme Court's exclusion of the evidence whose collection resulted from the drug dog alerting.  The "totality of the circumstances" approach he or she advocates, however, allows police officers to keep coming back to the well whenever they fail to find evidence that justifies search, and may have the ultimate effect of reversing the burden of proof.

I was stopped in Scott County, Arkansas by some Barney Fifes.  They claimed we had drugs in the gas tank (wouldn't gasoline ruin the drugs?) so they brought out the drug dog.  The dog would run back and forth along the length of the truck and do nothing.  As soon as the cop pointed at the gas tank, the dog signaled.  Of course there were no drugs in the gas tank, we were going to Fort Smith to buy some CDs.  The entire drug dog program is a scam and is cruelty to animals.

I always cringe when I see warnings for possible seatbelt check areas during a certain weekend. I would probably be the one who will get pulled over for nothing just to be searched
The local weatherman, trust me I can be 99.9% right!
