...or they appear to be.  Though it doesn't look like an official master list has been published yet.

However, two different announcements (one in NC and one in NY) appear that the announcement should be soon.

Here in Raleigh and announced today - $10 million for the Union Station project.
http://www.newsobserver.com/2013/09/04/3163641/raleigh-gets-10-million-federal.html

In Rochester, NY announced last week:
$17.7 million to "fill in" the Eastern End of the Inner Loop.
http://www.democratandchronicle.com/article/20130830/NEWS01/308300043/inner-loop-louise-slaughter

I looked at the USDOT Tiger 2013 page and didn't see anything on what projects received grants in this year's allocation.

Did some digging and found more:

Charlotte's application for a streetcar did not receive an award
http://www.charlotteobserver.com/2013/09/03/4285193/charlottes-streetcar-misses-grant.html#.UiebP6zy02U

Goldsboro, NC received $10 million towards a new train station, bus station, and Streetscape Projects in Downtown.

Six other projects from here:
http://www.progressiverailroading.com/federal_legislation_regulation/news/TIGER-V-grants-on-tap-for-six-rail-projects-congressmen-say--37506

Kansas City gets $20 million for a two mile street car line
Springfield, IL receives $14.4 to build one of eight railroad underpasses on the 10th Street Corridor
$10 million for the Fairfield Terminal Project in Baltimore.
$5 million for an intermodal ramp at the Port of Tuscon.
$2.7 million to develop railroad quiet zones in Windsor, CO
$1.5 million to upgrade infrastructure at the Port of Oswego, NY

Road related:

$20 million for HOV lanes and light rail prep work on I-90 in Mercer Island, WA.

More Rail:
http://www.progressiverailroading.com/federal_legislation_regulation/news/TIGER-V-grants-announced-for-Atlanta-Beltline-Connecticut-rail-station--37525
$10 million for the Atlanta Beltline Project / southwest corridor
$10 million for a second platform at New Haven's State Street Station in anticpation of the proposed New Haven-Hartford-Springfield(MA) line

Appears that this year's recipients lean even more heavily to intermodal projects - rail and ports specifically.

I would support this platform even if it weren't tied to the project. State Street seems very bad without another platform, especially if its one island already. Two islands will be better off.

The entire list is now published:

52 projects worth $474 million

Other road projects include:

The I-20 Vicksburg Bridge rehab - appears the grant will cover 100% of cost
Fire Suppression for the Eisenhower Tunnel
ITS Systems at 15 rural Minnesota intersections
Rehab of the Lexington Delta Frame Bridges on I-64 in Virginia
Improvements to Arkansas State Highway 92
Improvements to the Apponaug Circulator in Warwick, RI

The rural Minnesota ITS grant sounds interesting.

"TIGER funds will be used to install intersection conflict warning systems at 15 rural, stop-controlled
intersections. Site locations are spread throughout half of the state. The proposed warning system will inform
vehicles of intersections conflicts so drivers can better judge gaps in traffic. This program is the result of an
extensive planning effort and part of Minnesota's Zero Death Safety Program."

"More than 15 cities will be impacted by the project. Based on the average daily traffic at these intersections
located in these cities, drivers and passengers in more than 80,000 vehicles will experience the added safety
and security offered by these systems on a daily basis. This innovative system provides a safe and affordable
alternative to traditional traffic-control devices."

Revive 755

The project that replaces part of the Rochester Inner Loop with a two lane (one lane each way) surface street was selected.

The application for which I had to take pictures back a few months ago (finishing the conversion of the old Dawkins Line railroad bed in Magoffin and Breathitt counties to a trail) did not make it. KYTC does plan to resubmit.
Government would be tolerable if not for politicians and bureaucrats.
