It would be built north of I-80 up to OH 82 to connect to Warren. I could also see it existing in some form north of I-90 to serve Ashtabula. Otherwise, yeah. Other than a slightly higher speed limit, there's not much benefit to OH 11 compared to the adjacent state routes north of Youngstown.

If there was some better connectivity at the I-80/OH 11 /I-680 interchange or a I-76/OH 11 interchange, I could also see OH 711 going away. It really just exists to serve the missing movements from the other interchanges.

Michigan is 50/50 on their roads. A lot of them have been getting fixed and getting road diets, others are just getting fixed and others are still in bad shape. Not sure if it was on this forum or not but I have seen where people question the 8 lanes of I-75 between Flint and Saginaw and every time I see someone say anything about it I think you've probably never driven that stretch of highway before.

Just that rest area along the SB side with the surface crossover lanes for it to serve the NB side is all of the evidence that one needs.

US-127 between Holt and Mason, MI was partially road dieted from a late 1940's vintage 4-lane divided highway to a 2-lane highway. The segment was bypassed in 1967 with a new freeway that met I-96 east of Lansing.

If you're referring to the "racetrack" section over Shavers Mountain east of Elkins, yes, although that part was only built because it was part of the intended route of Corridor H. It wouldn't have been built back in the 1970s if not for that.

And I believe 9W bypassed what is now 218, but the multi-lane setup makes sense when you consider how mountainous that route is. I've ridden as passenger in my dad's fully-loaded tanker going up that mountain and we were going 10 mph for a while.

NY 17A in Tuxedo Park is 4 lanes divided but seems like a road to nowhere. I believe on the NYS thread, someone mentioned a planned housing development decades ago.

CR 27 in Dutchess County, NY is probably overkill (4 lanes divided for about 7,500 AADT)

NY 304 in Pearl River is a short expressway, part of a larger project that was abandoned (16,000 AADT)

NY 22 between Kensico Dam and I-684 is four lanes undivided (16,000 AADT). The limit was lowered from 55 to 50 maybe ten years ago, resulting in this "END 50 MPH speed" sign: https://maps.app.goo.gl/5hPQhTSCS3gjpzH56 (I'd rather it just say STATE SPEED LIMIT 55 but I digress)
Not every speed limit in NY needs to be 30
