phantom projects

This may be nothing as I am relatively both new to the forum and new to reading project plans and I do apologize in advance. The only reason I am asking in Northeast roads is this relates directly to NYSDOT and its' project listings.

D262715 was just posted today (October 2, 2014) and when the link is accessed, all you get is an amendment pdf --- and that's it. No plans, no additional information - just an amendment.

My question: is project D262715 only available to certain people? (i.e., certain contract holders and as such only posted to comply with being transparent?) I've noticed several projects like this one with just amendments and no info whatsoever as to what-where-when. I am just curious. Thank you.

It is not uncommon for there to be a delay between the formal letting of bids (which MassDOT calls Notice to Contractors), and when the plans and specifications are actually made available to bidders.  This is often done so that funding can be obligated to specific projects.

In Massachusetts, if the bid documents are not available at the time of bid advertisement, prospective bidders are put on a notification list and informed when the documents are available.

Given that the amendment for D262715 deals with a postpoment of the bid letting date, I suspect that's the case here.  Suggest you check the project listing in two or three weeks to see if there's any additional information.
