US 1 beginning sign on 1950s

At Key West Florida:



This is strange. Why Florida don't use the BEGIN US 1 sign at that time??

This is just a sign for tourists letting them know a little more about the route they're going to drive on as they leave the city of Key West. On the other side there's something like "Welcome to Key West, Southernmost point in the United States". I'm not sure that Florida even uses Begin US-X signage; even if they did, it wouldn't have been posted here, but at the actual end in downtown Key West.

They use the BEGIN US-1 sign now! (And the milemarker is vandalised!)
