Sorry, I thought the question was shortest between three states, not shortest highway.  My bad.  :spin:

Looks like it. The two next-shortest US routes passing through three or more states I could find are US 340 (VA-WV-VA again-MD, about 155 miles) and US 302 (VT-NH-ME, about 165 miles).

Is US 44 the shortest for 4 states, or is there a shorter one?
