Found this; looks like it is related to Trinity River re-route project. They are re-routing the river.

The Panther Island bridge project is a large project costing around $65 million.

I took this photo in May. Northwest of the bridge site there was some kind of monument being built. It should be well along by now....has anyone been there lately?
