I think ending it at M-45 is intentional. You can stay on M-45 for US 31.

Given that it's just a 2-lane spur from Interstate 96 to State Highway 45, is anyone actually going to use this road? I have the feeling it will be underutilized.

Long-term, the plan is to twin the bridge and make it a freeway bypass of the existing US-31. Given MDOT's current and future underfunding, the chances of that happening within the next 30 years are slim to none.

Short-term, it'll be a relief route for traffic when the bascule bridge in Grand Haven acts up.
