Is there a comprehensive list of roads managed by the National Parks Service that are not necessarily within national parks?  I took a trip recently and clinched Baltimore-Washington, George Washington, and Blue Ridge Parkways and wanted to know what other roads were out there.  I know of the Natchez Trace Parkway and plan to tackle that one soon.

Here's three more to add:

  • Colonial Parkway (Virginia)
  • Foothills Parkway (Tennessee)
  • Skyline Drive (Virginia)

Hold on here.  Keep in mind that the NPS manages over 400 units and not just those units designated strictly as National Parks.

Colonial Parkway is part of Colonial NHP.

Foothills Parkway is part of Great Smoky Mountains NP.

Skyline Drive is part of Shenandoah NP.

John D Rockefeller Parkway is its own unit, as is the Balt-Wash Parkway, Blue Ridge Parkway, and George Washington Memorial Parkway.

So, I'd consider all those listed as part of an NPS-managed unit and I'd predict that any list of NPS-managed roads considered truly outside of its units would be very small, if any.

Maryland:

Clara Barton Parkway from the District of Columbia border to MacArthur Boulevard at Carderock.

Baltimore-Washington Parkway from U.S. 50 in the south to Md. 175 at Odenton in the north ("secret" Md. 295).

Suitland Parkway from the D.C. border to Md. 4 (Pennsylvania Avenue Extended) adjacent to Joint Base Andrews.

The District of Columbia has an assortment of roads that are designated  as parkways, others that are part of the D.C. street grid but are maintained by NPS (this list is not comprehensive, as there are several roads in Rock Creek Park I have left out):

Arlington Memorial Bridge (crosses the Potomac River between the Lincoln Memorial and Columbia Island)

Beach Drive, N.W. (the "main street" of Rock Creek Park) between the Rock Creek and Potomac Parkway and the Maryland border (continues into Maryland as a county-maintained parkway)

Clara Barton Parkway, N.W. from the Chain Bridge to the Maryland border

Constitution Avenue, N.W. (U.S. 50) between 23rd Street, N.W. and Virginia Avenue, N.W.

Fort Davis Drive, S.E. between Pennsylvania Avenue, S.E. and Ridge Road, S.E.

George Washington Memorial Parkway (the part on Columbia Island)

Independence Avenue, S.W. between Ohio Drive, S.W. and 14th Street, S.W.

Rock Creek and Potomac Parkway between Independence Avenue, S.W. and Beach Drive, N.W./Calvert Street, N.W.

Wise Road, N.W. (spur of Beach Drive)

Clara Barton Parkway is part of the George Washington Memorial Parkway NPS unit.

Baltimore-Washington Parkway is its own NPS unit.

Rock Creek and Potomac Parkway is part of Rock Creek Park, another NPS-managed unit.

Suitland Parkway's an interesting one since it falls under the NPS' National Capital Parks unit (National Capital Parks - East, anyway) umbrella.

Look forward to surface streets the NPS maintains outside of the DC metro area that don't directly fall under an NPS unit, though (per se, I'd bet those streets also fall under the National Capital Parks unit).  Maybe in Alaska?

Baltimore-Washington Parkway is its own NPS unit.

Actually, the B/W Parkway is also part of NCP-East.

For a while in the 1990's, it was part of the same NPS unit that maintains Catoctin Mountain Park in Frederick County (not sure why).

Or is it part of Greenbelt? :D
Any way you slice it, trying to figure out government organization is an exercise in madness.
