The Fort McHenry Tunnel (FMHT) is a modern Interstate‑era facility built with higher safety standards than the older Harbor Tunnel. Current restrictions on HAZMAT shipments reflect fire and ventilation risks in confined spaces, not driver quality alone. HAZMAT drivers are already among the most elite on the road -- clean records, extensive mileage, and specialized training --  so nitpicking credential details misses the point.

The real issue is whether FMHT's systems can accommodate limited HAZMAT loads under controlled conditions. With volumes around 350-400 shipments per day, the risk is real but not justification alone for a $5 billion outer harbor crossing. A practical compromise would be restricted overnight access, balancing efficiency with safety. Rothmann's focus on paperwork avoids the engineering reality.

The people there are constantly complaining about this. The least they could do is for once think creatively about solutions to deal with at least 5 years of no outer harbor crossing, even if everything goes right, and possibly a lot longer if it doesn't (see Corpus Christi Harbor Bridge for example with 9 years).
