From what I'm seeing from this GSV, I don't think I've ever seen a street quite like this one.

Meanwhile, as for the topic, is the signal supposed to be for the street, or is it just decoration for that business?

I think it's just a decoration for the business, although I would think most jurisdictions would have sign ordinances prohibiting anything that could be confused for a traffic control device.  If it was a two-way street narrowing to one lane with a traffic signal controlling through movement, it would make sense, although this particular installation still wouldn't be MUTCD-compliant.  But there's no corresponding signal on the other side of the roadway narrowing, and I'm pretty sure it's a one-way street.

Well, I'd say you could always contact the owner and ask.  Unfortunately, after a bit of Google research, it appears the owner passed away on March 9.

I kind of like the street design, but they could certainly make it more pedestrian friendly.

The signal is interesting, if a bit confusing.  Maybe it is red when closed, and green when open.

They said take a left at the fork in the road.  I didn't think they literally meant a fork, until plain as day, there was a fork sticking out of the road at a junction.

There is something to be said for this.  A business district that was thankfully placed on a low traffic street.  A narrow driving ROW to enforce a low speed limit and angled parking to maximize the ability to park nearby.  But I agree that something more could be done to make it more comfortable for walking.
