ODOT director, Jerry Wray was the featured speaker the other day at MORPC's (Mid-Ohio Regional Planning Commission) State of the Region luncheon.
Gist of the article is, unless funding is secured and in the pipeline, your wishlists won't get built.

The article mentions I-70/I-71 in Columbus.  Is this a design-build project?  I don't recall seeing anything in the ODOT bid pamphlets.

Possibly. Mind you ODOT has been working on the reconstruction of the SE half (I-71/70) of the Columbus innerbelt for almost 8 years now.
