NYC zoning maps have unbuilt expressways/parkways on them

I was browsing the NYC zoning maps and came across the fact that several unbuilt expressways/parkways, including the LOMEX, were depicted on some of the maps.

Here are some of the highlights, including the maps that they are on.

Manhattan:
  • LOMEX: 12a, 12c, 12d
Bronx:
  • I-895 Bronx River Expressway (Sheridan Expressway Extension): 2b, 3c, 3d, 4a
  • Bronx River Parkway Extension: 6c
Staten Island:
  • Willowbrook Parkway: 20d, 26c, 27a, 27b, 34a
  • Richmond Parkway: 21b, 27a, 26c, 26d, 33c
There are some others: the original plan for the West Shore Expressway can be found on maps 32d, 32c, and 26b. The Nassau Expressway plan is on maps 18a, 18b, 18d, 19b, and 25a, but you will have to scroll down the pages to see them on any of these.

Why are there 40-something images that look the same? I can't quite navigate what they're doing here.

Each image is revision from a different date. The first page is December 1961, the second page is March 1963, the third is November 1964, etc.
If you always take the same road, you will never see anything new.

They show the changes over the years.
